Seat Tube to Tope Tube Miter.  This particular Seat Tube lug had ridge on the inside where the Seat Tube would rest.  That is why the Seat Tube is already cut to length.  In other designs, the Seat Tube would be left long and run up through the lug to be trimmed later.
